Grading a Cutter's Skill with a GIA Report
An excellent way to check a cutter's skill is by submitting the finished diamond to a lab and taking note of the reported specifications. Realize that, if you have instructed a cutter to retrieve maximum weight from a re-cut or rough diamond, the proportions will probably not be ideal. Polish and symmetry are good indicating factors of the cutter's skill, since these are separate issues from proportions and generally will not affect weight retention.
The lab report will not give you an indication of how the cutter did with weight retention. That can only be determined by the expertise of the diamantaire who scrutinizes the stone before and after.
